Why not create 1 website with 132 separate wiki pages, hosted locally and each 
district can log-in to there bit. Have the government handle all the domain 
registrations, I guess Charles would give them a good deal if they bulk bought, 
and hire ICT Interns (pay less) and have them ring up and annoy all the 
districts into getting accurate information and updating on the website. 
Otherwise make it a condition of them getting paid. No info, no salary.

I beg to be corrected... what are websites for? Info on Wikipedia is not 
necessarily true unless backed by a source. And who to have closer-to-accurate 
info than the locals?! 
There was a story (in my younger days) about a mapped all-weather road 
somewhere in the semi-rurals of this Pearl when there was not even a single 
foot-path. The place was actually forested. 

And eitherway, I see nothing wrong with creating a jobs for real people who are 
so many graduating in ICT fields through this.

However, someone or some organization has to set standards on what information 
must be on each district website / portal eg schools, health centres, road 
network et la and relevant contacts at each where necessary. 
So often most of them spring up and fade off fast mostly because the 
information is never updated. Why sell me that-overly-eating-animal when I

As a way forward, IMHO, one of our dear local ICT companies can entice a deal 
to UCC or the concerned to manage the district portals with relevant 
information (for obviously a particular period of time). 
I know there might be sayings of "no funds planned". The enticer could offer 
the service for free of charge for a year with documentation to pay for a 
number of agreeable years from the next financial / fiscal year.
