We have been doing quite a bit of mapping over the years, including maps with
shaded regions. The software we normally use for this is Drupal, Geoserver,
PostGIS and OpenLayers. That way we can use any baselayer as the background
(bing, mapbox and even google)
Could you let me know (off-list if you want) some more information about what
kind of data you have that needs to be visualized? Wether it is static or
changing etc.?

PS and (it took me a while as well to stumble across it) the official name for
shaded maps is Chorophlet Maps. http://en.wikipedia.org/wiki/Choropleth_map
