It depends on who really initiates the request for database information.
If the church asks the congregation to contribute this information then l dont
see any "breach" for they will give it willingly. besides the church has
documents like Baptism card, marriage certificates, a smart programmer can
piece some data together to make sense though the best remains congregation
giving information through their family heads.
I once developed an application/system for a grad student of a university
around Uganda having veri similar features to what you want. Kindly get in
