Why would you need more than one router for seventy people? One router and a couple of switches should do the trick just fine, unless we are talking about substantial amounts of outgoing data either to the Internet (not happening in Uganda...) or to a private WAN (advanced setup, in which case the question wouldn't have been so vaguely phrased).
