Kiggs well said. I think several people find it easier to read their local languages than they do English. It should be noted that there is a generation of people that were in school before independence who were taught how to read and write in their mother tongues. Since this generation is probably out of formal employment and have moved back to their places of birth, I would imagine that they rarely use English, meaning that they are more comfortable using vernacular. I also seem to remember that the education ministry was going to encourage the use of Ugandan languages in UPE. Indeed, a quick search on Google finds such discussions in The New Vision,
