You should take a look at ICTAU (http://ictau.ug) and consider supporting
their efforts to bring together people from the tech community . The launch
was a few weeks ago 

 

These are some of the things they are trying to do under different
umbrellas, and have gone as far as engaging government thru NITAU, Ministry
of ICT, UCC etc

understand English well and not be easily offended I'm quite blunt other
than that doors wide open.

 

I am open to any ideas that may add value to this endeavor. I am also
looking for anyone that may be able to contribute to this knowledge wise,
I.T. is a massive field.

 

Time scales are currently unknown as it  depends depends on several
variables outside my direct control but looking at circa 3-4 months for this
project to kick off.
