Insightful article. However, the term "generation" (the G in 4G, 3.75G,
&c.) used to name successive evolutions of radio networks in general is
arbitrary. There are several interpretations of it, and no official
definition has been made. The ITU has made recommendations and they are
followed by many operators, but these recommendations are not authoritative
in any way. The "G" unit is used as a marketing ploy because it *is* just a
marketing ploy. It has never been anything else, not in any country.
Regarding the coverage issues: I believe the best way forward would be a
state-owned cell grid covering the entirety of Uganda, with the various
operators "renting" access to it. That way, everyone would have good
coverage, the cost of actually creating a decent network would be low while
keeping air wave saturation at a minimum, and, as the state would govern
the cell network, they could mandate that unsolicited messages ("spam")
will not be tolerated.
