Most of it is targeted email addresses and known computer users and "low
hanging fruit". Insecure accounts.

The article is light on specifics. I am interested to know how they conduct
their surveillance.

Government starts monitoring internet use

By Stephen Otage

The government has started monitoring all transactions and conversations
conducted over the internet. This is said to be a measure to secure the
public against cybercrimes as well as increasing national security.

Speaking at the launch of the collaboration with the Korean Internet
Security Agency, Mr James Saaka, the executive director National Information
Technology Authority Uganda (NITA-U), observed that much as the public will
be cagey about their privacy, the looming threats from internet crimes
cannot be underestimated.

Attacks

The development follows a recent wave of cybercrimes targeting banks,
telephone companies, government agencies and individuals. "What is there to
hide anyway? Most of the information people call private is basic
information... We have seen attacks. Many people are suffering but they
cannot speak," the NITA-U boss said.

Hackers often use the internet to access private information, mainly
concerning finances.
