It's a fork of wine, developed by Codeweavers, which pays developers to improve Wine and feeds back upstream to Wine. They're by FAR the largest single source-code contributor to the wine project. They also employ Alex Juillard as their CTO. He's Wine's project leader.
They first came to the forefront as the guys who got MS Office, Photoshop & Installshield to run in Wine.
