I was bidding to do one for a client recently but I do not develop on open
source technology.

The idea was/is four fold. You add in bulk digital copies of existing
documentation and extra document meta-data from these files to make the
documents indexable. You then index the contents of these documents
(pagewise) with lucene or such like. Have the documents available online
using a technology that allows you to only read the documents online but not
download the actual pdfs. Then lastly a separate department of trained BLISS
graduates be set up to scan (with an appropriate sized multipage document
scanner) existing documents and properly annotate them with regard to
content, date, author and such document meta data.

The mere scanning of existing documents at even 100/= per page is lucrative
enough to make such a project pay for itself very quickly. Then allowing
access to this library for a fee according to different structures can also
pay for this project if the library is popularized as a research library
appealing to diverse interests.
