If the client workstations are windows XP or 7, then this (although annoying) is (ab)normal behavior. All the way back to SBS 2003 I was seeing this issue. Especially with the Administrator account. This became so bad, the admin account user folder on the server had about 40% of every other users documents in its own path :(
