Hace unos dias les conté de un problema que tenia con los repositorios Ubuntu. Me daba un 403 la herramienta "Software Updates", idem el Synaptic, asi que hice un wget y obtuve tambien un 403:

Ahora lo vi desde el navegador y vi el VERDADERO problema: While trying to retrieve the URL: http://security.ubuntu.com/ubuntu/pool/main/o/openoffice.org/openoffice.org-core_2.0.4-0ubuntu5_i386.deb The following error was encountered: * The request or reply is too large. If you are making a POST or PUT request, then your request body (the thing you are trying to upload) is too large. If you are making a GET request, then the reply body (what you are trying to download) is too large. These limits have been established by the Internet Service Provider who operates this cache. Please contact them directly if you feel this is an error. El Squid y quien lo haya puesto aca (en la universidad). Asi que cambié en los repos el http por ftp, refresh, y ahora está andando (se ve que filtran solo http).
