Import reiserfs quota patch
Ok, this patch imports diff from the link Andreas provided, though I dropped
all
the journaled quota stuff from there (not enough exports and we do not provide
this for ext3 as well). I have no ability to test it yet as I do not have any
sles9 testing environment, so I hope our QA can do this?
