I cannot comment on Oracle development processes but the Whamcloud 
processes are laid out on

Many of the Whamcloud team (including Andreas and myself) have been 
involved with Lustre since the CFS days.

The Whamcloud release has the backing of the Lustre community groups 
(EOFS\OpenSFS) - see
