Hi Arthur - 

Thank you for your message.  Take Baghdad from the desert and put it in a
swamp, and you have the current situation in New Orleans.  What populace
remains from the evacuation is at war with the police force, who are
untrained and unequipped for such operations.  Until this situation changes
there will be no possibility of draining the floodwaters and resuming basic
services.

Given the above, it is unlikely that any of the universities will be in
session until spring semester, if then.  Regarding the collections, the
Loyola library is properly housed for this type of event.  At Tulane
University however, the entire music library is housed in the basement of
the building.  There was significant damage from a prior event involving
high water; I fear that the entire Tulane collection may be lost.  All of
A-R, Musica Britannica, many complete editions, much much more, a
significant research and performing collection.  If it has been inundated, I
don't know if help will be able to arrive in time to save it.

It is a relief to hear that you are OK.  Wayne said you are also associated
with Loyola University.  Do you know the situation over there.  Esp. the
music library.  Charlotte (my wide, a music reference librarian at the
Boston P L) has been trying to get information but the e-mail is down. 
Surely the Music Library Association will stand ready to provide assistance.

The people of New Orleans and United States Gulf South are staggering from
the blow of the Hurricane Katrina catastrophe.  The devastation defies
description.  The loss of life is only beginning to be measured.  Entire
communities are wiped out, a city of a million people is facing a
reconstruction many orders of magnitude greater than any this nation has
experienced.

If it is any indication of the effectiveness of the current Administration,
I would note that Azerbaijan is among the countries contributing to the
