Often in early tablatures, the bar lines mark off the tactus.  And it seems 
each step takes a tactus.  In Arbeau, the opening Long, short short notes are 
barred like this:  [Cslash] L | S S | S S | L | etc.

If you use Luis Milan's first pavan, the first phrase of eight measures (that 
is, eight tactus) should be repeated.  I think Jacob Heringman gets it just 
right. His tempo is about one tactus to MM 60.

When you get tired of pavans, you can always try the quadrille.<g>  I recall 
one is danced to a Sousa march.
