Yes and maybe, respectively, but there's no way anyone but you can answer that question; whether sleeves or cufflinks are a problem depends on how you play. Never wear anything in a concert that you haven't tried at home. That way you'll know whether your sleeve ruffles damp the strings or your cufflinks turn your lute into a percussion instrument. And be skeptical of anything any of us temperate zoners tell you about what to wear in a concert 100 kilometers north of the equator.
