It's horribly obvious that there's only a few seconds of each scene, looped artlessly, and only about four scenes at that. Whoever built this newsreel was a great re-user. If the original footage were available, it'd be worth the trouble to 'lipread' what they're playing and make an attempt at finding original audio or dubbing to match, though.
