depends, not so much for strings, definately for woodwinds. Stringed instruments are designed with particular string tension in mind rather than specific notes (instruments are supposed to have a uniform responds to any particular pitch). restringing for a different reference pitch will want new strings of more suitable diameters to keep tensions similar so the reaction at the bridge is similar.
