I can get to the link but clicking on files or view does not bring up the document.
the link to the document seems to be http://scholarship.rice.edu/bitstream/handle/1911/13135/1323127.PDF?sequence=1 Maybe some restriction in your browser settings prevents it form being opened? Perhaps try a different browser...
