It was composed by the Irish composer Herbert Hughes (1882-1937). There is a very interesting 3 part TV documentary called Folk Brittania, that tells of a very amusing performance of the song by the singer Margaret Barry, that shocked BBC audiences back in the 60's because she was blind drunk and her banjo was totally out of tune.
