Soundcloud is a site that allows you to upload sound files (WAV, MP3 and so on) which (as far as I can tell) it converts to its own format. It seems to do a bit of post-processing on the way, for example making sure it's all of a reasonable volume level, whatever the volume level of the uploaded file. It's very easy to use and search and is widely used in the music industry for distributing demos.
To a large extent the quality of what you hear depends on the quality of the original recording.
