Hi Brad, For all things Lute check out [1]http://home.cs.dartmouth.edu/~wbc/lute-admin/index.html
The Lute builder list is not real active but if people ask questions they get good responses. A number of the top builders are on it. Many of the issues building lutes are similar to guitars (bending wood, joinery). The bowl is obviously different. If you have not found it you can check out David van Edwards site as well. As to builders in LA, I am not aware of any down there. But lutes tend to hide in the woodwork and come out when least expected. Check out the LSA (Lute Society of America) meeting in Ohio this month. They have a session on building. Good luck.
