You're making a lot of assumptions about technology, pricing etc. The
reality is this: government is spending money  now, money it doesn't
have; and 20 years ROI in the field where everything is changing every 5
years isn't safe bet.

Which is why we need NBN: HD YouTube in every room. No wonder NBN is
universally popular - it's the biggest entertainment project in history.
