No, that's definitely Grub-legacy.

If you have boot/grub/grub.cfg (a Grub 2 configuration file) and grub-install
0.99 installed, something is seriously amiss with the package upgrade.

What package management system is your distribution using? If it's
Debian-based, make sure that grub-pc is installed (on the system, not the live
CD that is).
