Regular event calendar

I am looking for an small application that along with normal apointments 
will except statements something like "2nd saturday in the month, local 
Market". I am positive there was somekind of calendar that did that but I 
can not find anything that suits. Note: It ___must___ be stand alone and it 
___can_not____ use the internet. I am still using dial up. 

Linux since kernel 0.96d,
