Bit of a long shot, but are you using the original cable that came with the
external drive?

I had similar to the above when I used a cable that came with an externally
powered drive with a USB-powered drive.

The bad cable was much longer: that's why I used it. I even bought a replacement
drive. Then I tried the short cable ans all was fine.
