I have not been involved in LUV for a while and have no real interest in fixing things like Mailman3. I decided that it's not worth trying to fight the way things are currently run in LUV and just avoid it. I don't know why everyone else has lacked interest in fixing it. Gettng Mailman3 running is not trivially simple, but it's not that hard if someone really wants to do it.
