I have not been involved in LUV for a while and have no real interest in 
fixing things like Mailman3.  I decided that it's not worth trying to fight 
the way things are currently run in LUV and just avoid it.  I don't know why 
everyone else has lacked interest in fixing it.

Gettng Mailman3 running is not trivially simple, but it's not that hard if 
someone really wants to do it.  Unfortunately Mailman2 was dropped and 
Mailman3 is different and more difficult.

The fact that Mailman was no longer being actively maintained on the LUV 
server is something I had announced on this list but no-one was interested in 
working on it.
