This question should really have been posted on the Sun Developer Forum in the Clustering section. (http://forum.java.sun.com/forum.jspa?forumID=842).
To be able to create a multi-owner diskset you must have Sun Cluster installed with the additional RAC packages loaded SUNWscucm, SUNWscmd AND the RAC framework resource group created and online. Without this you will get exactly the sort of messages that the original post mentions. In short, you cannot use multi-owner disk sets without Sun Cluster (as far as I can remember).
