Yes, there is. Please read the docs/samples provided with the code and
look for the "vrrp_script" - "weight" option.

This lets you run a script periodically and adjust the priority for a
given vrrp_instance according to the output.

As for heartbeat, yes you could use that - I have no experience of it,
however.
