I guess your xenbr2 is an IP interface (ls /proc/sys/net/ipv4/conf), even if it has no IP address set. If yes, maybe the problem could be avoided if it would not be an IP interface. I think you should try to modify your network and/or xen network startup scripts to avoid anything like "ip addr add xenbr2 0.0.0.0".
