There isn't a way without doing that.

Unless you're in complete control of all the networks involved,
geographic load balancing is very difficult. This is because your VIP is
probably in a range assigned to ISP "A", but you have realservers with
ISPs "A" and "B".

If ISP "B" is a good net citizen they will not permit packets out of
their network with a source address (ie. the VIP) within the ranges
assigned to ISP "A".
