Packets for other ports are rejected right away (you should see a RST being sent in a packet sniffer). If max is 1, that suggests your problem lies somewhere else. Attaching a debugger to the device and checking why packets don't come through will be the best you can do. In the past, stalls like this have often been driver bugs: a portscan is like a stress situation to your driver, maybe it leaves interrupts disabled or something like that, so the device cannot receive any packets?
