I'd say PPP needs higher priority as it puts together RX-packets that are passed to the TCPIP thread (TX-packets are sent from the TCPIP thread directly). If you give the TCPIP thread a higher priority, chances are that you cannot receive fast enough (depending on your serial port/driver).
