I think it's quite common to use LWIP without an OS.
You can find a lot of examples for it. There is even a wiki page:

I'm assuming you want to know if anyone is using lwip in a
single-threaded environment? If so, I'm one of them. I have developed
several applications with lwip. None of them uses an OS (meaning no
multi-threading). The simple "main loop" approach is used.
