I've had a quick look. lwIP does stop sending packets out before it RTOs, so there is something limiting it. It shouldn't be limited by receiving an ACK as there is plenty of window for it to send into, and there hasn't been any loss on that connection so the congestion window should be big enough too. I wonder if it is short on some other resource, e.g. packet buffers, or send buffer space, that means it needs the ACK in order to be able to send more data.
