Freescale supposedly had done one for their ColdFire processor family
but I have not personally determined the functionality/licensing issues

The tftp code is included in the StellarisWare packet available for
download, so it's use is theoretically not limited to TI boards.
However, I don't know the exact terms of use for that code.
BTW: While I'm using a TFTP server which is not free open source
(although the source can be found using google), I haven't heard of
any FTP client or -server, yet. Anyway, there's a big difference
between the two protocols...
