The purpose of the document is not to act as an introduction to radio technology. There are far better sources for that. And it isn’t really in the IETF scope anyway. What is in IETF scope, however, is how we best use our protocols in different environments, including the cellular networks. The document speaks about how we can in the most efficient way do some of the communication tasks that Internet of Things devices have, while maintaining power efficiency. I think that is an interesting topic for the working group. Jari
