I uploaded version -01 that makes editorial changes to -00. The changes done in 
-00 were 

- Removed raza-6lo-compressed-dtls as suggested by Hannes Tschofenig
- Updated the analysis with the new much smaller header in DTLS 1.3
- Added the DTLS 1.3 short header
- Corrected legacy version number for TLS 1.3 (0x0303 instead of 0x0301)
- Added encrypted content type in TLS 1.3 and DTLS 1.3
- Removed the nonce from TLS 1.3
- Added a table with overhead without MAC as suggested by Carsten Bormann
- Changed the text about GHC, it increases the overhead for TLS 1.3 and DTLS 
1.3 
- Updated all the tables to incorporate the above changes.
- Updated summary to reflect the changes.

    Abstract:
       This document analyzes and compares per-packet message size overheads
       when using different security protocols to secure CoAP.  The analyzed
       security protocols are DTLS 1.2, DTLS 1.3, TLS 1.2, TLS 1.3, and
       OSCORE.  DTLS and TLS are analyzed with and without 6LoWPAN-GHC
