Using this kernel I face exactly the same issue.

[pid  3100] access("//lib64/lxc/rootfs/dev/console", F_OK) = 0
[pid  3100] stat("//lib64/lxc/rootfs/dev/console",
{st_mode=S_IFCHR|0644, st_rdev=makedev(5, 1), ...}) = 0
[pid  3100] chmod("/dev/pts/5", 020644) = -1 EPERM (Operation not permitted)

I'm using the opensuse-template.
Do I need special setting in the container config?
I'm only aware of the uid mappings so far.

What template are you using and can you please share a config file?
