Hm, yeah, the interweb tells me automake 1.11 is needed for AM_COND_IF.

Why do you have automake1.9 instead of automake installed?  I'm not
autotools-savvy enough to proposed a patch to make it more backward
compatible, but if you are patches are welcome.
