Migrating toward removing "stretch" sounds like a good plan.  It needs to be 
the default for the taskbar.  Otherwise new user confusion will exist as proven 
by the ones who have been reporting bugs.

Ultimately, the only solution to taskbar overcrowding is some sort of grouping 
or stacking with a popup to get to the underlying tasks.  It's been a while 
since I ran KDE but I think they had scrolling also.

It will be a while before we can rely on 2.16.  After I get done introducing 
flow layout for the icon plugins (kbled, launchbar, pager, tray) so that they 
work nicely in either orientation, the only plugin that will still use a 
horizontal or vertical box layout is taskbar.
