The relevant standard is

http://standards.freedesktop.org/menu-spec/menu-spec-latest.html

and the menu definition file is /etc/xdg/menus/lxde-applications.xml, which 
comes from the lxmenu-data package.  Note that the "lxde-" prefix is defined by 
the environment variable XDG_MENU_PREFIX, and the behavior of 
<OnlyShowIn>/<NotShowIn> is defined by the environment variable 
XDG_CURRENT_DESKTOP.

You would be free to construct any menu file you like provided that you set up 
the environment properly so that it is the one that is accessed.
