I have a screenshot of the GlobalMenu working on 
http://home.student.utwente.nl/j.vanderhoff/downloads/LXglobalmenu.png. 
The screenshot actually shows 2 Global Menu's, the top one is on 
Gnome-Panel and the bottom one on LXPanel. I have now also tried it on 
my full LXDE session, where it sadly does not work yet. I think this 
might be due to some configurations which are only loaded in my Gnome 
session.
About the DockBar plugin, for as far as I know it does not yet exist for 
LXPanel (it is just an idea). You might want to Google image search on 
dockbarx, which is a dockbar for gnome. It is a bit more feature-rich 
than what I'm thinking of, and when I used it it was also quite buggy, 
but the screenshots you'll find will give you an idea.

P.s. I hope you are not too disappointed to see me still use a Gnome 
session, but that's mainly because it is the default in Linux Mint 
Debian Edition. And having a LXDE session completely built from source 
allows me to do some modifications :)
