Openbox only draws window borders. All three of those symptoms are problems with LXPanel. (Assuming the volume control is a widget and not an XEmbed tray icon. I don't use it myself.)
The simplest way would probably be to fake a crash using `killall -SEGV lxpanel` and let the session management restart it.
