An admin should be able to change the footer notice by adding a
*MediaWiki:Copyright
*page, I think. (That's how we do it on Appropedia.)
If that doesn't work, check
https://www.mediawiki.org/wiki/Manual:$wgRightsText - that might take
precedence.
