Quick rationale: Regular users seldom need to mark files as hidden. If by
mistake they tick a box and close the file properties dialogue, poosh it's
gone.
For that reason the "hidden" attribute is usually in an somewhat advanced
section (usually next to executable & friends). But it should mostly be
there to give the ability to un-hide an item rather than hide it.
My recommendation: Have a "Hidden" checkbox next to other file mod
checkboxes. On filesystems without a +h bit, disable the checkbox instead
of hiding it. When hovering, display a tooltip:
-h: "Files on this device are hidden if their name starts with a dot ('.').
Hit <Ctrl+H> to toggle displaying hidden files."
+h: "This [file|directory] is hidden because its name starts with a dot
('.')."
