The best way to do it:
1) When a developer work in something component must write/create a wiki
page
2) when a committer makes major changes, must edit respective wiki.. if
wiki are not create must make noise avbout the fail to developer of
component
the problem is that all apologize for not updating the wiki as they always
say "there is no time, i'm busy , etc etc"
