(1) Boot this machine from Lubuntu LiveCD and verify Alt-Tab works as designed that way, just to confirm it isn't some weird hardware issue. If it does not work from LiveCD, no amount of configuring LXDE is likely to fix it. (2) Boot from hard disk. Create a new user wolfgang2 (or similar) on the machine, and log in as that user and check that Alt-Tab works as designed for the new user. If it works fine for the new user, the issue is with per-user configuration. If not, it is with global system-wide configuration. This helps narrow down which config files you need to look at. (3) Back up /home and /etc somewhere very safe, so you can restore per user and systemwide configuration files if necessary. (4A) If the new user works fine, start copying config files from the new user to the old one, one at a time, and test each time... when you find the one that makes a difference, restore the config files from backup made in (3) and just copy over the one that changed things. (4B) If the new user can't use Alt-tab either, compare various X and DE related config files between this machine and the other one, and consider copying config files from the other machine (where Alt-Tab works) to this one and testing... again, once you find which one makes a difference, restore from the backup made in (3) and just copy the one file that makes it work.
