Actually, I think it'd make more sense to always move. The default 
behaviour, regardless of device type, is to move within the device or 
copy between devices.

Given how Trash is implemented, saying "whichever behaviour is default" 
is tricky to define in a way users will find intuitive.

A novice user will see Trash as a separate "place", just like a 
thumbdrive, so they'll expect the same behaviour for any target.

As for why I say "always move rather than always copy", as I mentioned 
in my other message, I think it makes more sense to always move when 
dragging out of Trash because, unlike a normal folder, you don't expect 
to store things in trash. It's a temporary holding spot for things you 
might want to recover.
